What is a C.A.R. Red Alert or Calls-for-Action?

To make C.A.R.'s lobbying efforts more effective, an organized grassroots lobbying program was created in 1995. The C.A.R. Member Mobilization program is designed to support C.A.R. public policy agendas by getting REALTORS® involved in grassroots lobbying and political activities. Since the program's inception, thousands of REALTORS® have responded to C.A.R. Red Alerts and Calls-for-Action by calling or writing their legislators regarding specific pieces of legislation.

Member Mobilization has played an important role in the passage and defeat of many bills. Join the C.A.R. Governmental Affairs Team by becoming a Legislative Liaison today! For more information, contact DeAnn Kerr at (800) 337-9285 or deannk@car.org.

Has the National Association of Realtors had any calls for action in California in 2025?

Yes, the National Association of Realtors (NAR) has issued calls to action in California during 2025, primarily through federal-level advocacy where California members play a key role. While the California Association of Realtors (C.A.R.) handles state-specific legislation, NAR's national agenda and lobbying efforts significantly impact California's real estate market.

Key NAR-related calls to action and policy matters that involved California in 2025:

  • Federal advocacy meetings: During the 2025 NAR Legislative Meetings in Washington, D.C., California-based Realtors met with members of Congress. Their advocacy focused on NAR's national priorities, such as increasing housing supply and supporting access to homeownership.
  • Support for independent contractors: A central NAR priority in 2025 has been protecting the independent contractor status of real estate agents, which has been challenged by a Department of Labor rule. California agents, like those in other states, were called upon to lobby federal lawmakers to pass legislation that protects this business model.
  • Advocating for tax law changes: NAR advocated for the extension and modification of the 2017 Tax Cuts and Jobs Act, including provisions like the Qualified Business Income Deduction (Section 199A), which are important for many California Realtors who are independent contractors. They also highlighted the "capital gains fiscal cliff" that could impact homeowners nationwide, including those in California, and pushed for tax changes to improve market mobility.
  • Legislative victories driven by C.A.R.: While C.A.R. is the direct actor, its actions are part of the larger "Realtor Party," a bipartisan advocacy group that includes NAR. In May 2025, C.A.R. mobilized California Realtors to successfully oppose state-level bills, a clear win for the broader Realtor network.
  • Influence of litigation settlements: The Burnett v. NAR lawsuit and settlement, which impacted commission-sharing rules, has led to new laws in California. As a result, California agents were required by state law to use written buyer-broker representation agreements for all property types starting January 1, 2025.
By leveraging its national platform, NAR pushes for federal policies that support California's real estate market, while state-level organizations like C.A.R. execute specific advocacy campaigns that align with NAR's overall goals.
